The NASA Goddard Space Flight Center (GSFC) Software Integration and
Visualization Office (SIVO) is introducing the SIVO/SBIR Partnership
Program (s-SPP) as a component of the SIVO Software Capitalization Program
for Earth and Space Sciences High-End Computing (HEC).
The s-SPP is a SIVO initiative being developed in coordination with
GSFC’s Office of Technology Transfer and Small Business Innovation
Research (SBIR) Program Office to provide small businesses access to
SIVO’s expertise, computational facilities, up-to-date algorithms,
advanced software technologies, and industry best practices and innovations.
Small businesses have long been considered an important source for technical
innovations and effective solutions, but they often lack the resources
to access and the expertise to use high-end computational facilities.
The s-SPP gives small businesses a chance to address HEC SBIR proposals
by providing access to these valuable resources.
SIVO is located at GSFC and provides expertise in HEC and visualization
technologies to the Sciences and Exploration Directorate and the NASA
Center for Computational Sciences (NCCS). Our mission is to provide leadership
in:
• Developing advanced scientific software, state-of-the-art tools,
and products in support of the Sciences and Exploration Directorate.
• Establishing competencies in the areas of computational science,
high-performance computing, advanced Earth science modeling, and simulation.
• Implementing superior visualization techniques, modern software
engineering, integration principles, and effective performance optimization.
GSFC has been a leader in adopting innovative high-performance computing
technologies and practices for over 20 years. The NCCS has
a range of HEC systems to address large-scale computing challenges and
is connected via high-speed networks to the NASA Advanced Supercomputing
facility, which has one of the most powerful production supercomputers
in the world. SIVO works with the science research community as a trusted
partner to achieve the goal of scientific excellence.

There are 5 main reasons to consider an s-SPP partnership when responding
to select activities or proposals in an SBIR/STTR solicitation. If partnering
with SIVO, we can:
- Provide you with secure access to HEC facilities and trusted, multidisciplinary
expertise in support of HEC software.
- Help you select, develop, integrate, port, and optimize applications,
algorithms, and numerical solutions.
- Assist with effective utilization, customization, and integration
of commercial off-the-shelf, Open Source, and governmental
applications.
- Provide expertise to install and port codes for you, as well as test,
benchmark, and improve them.
- Provide state-of-the-art visualization and presentation, plus data
archiving management, analysis, and assimilation.
Which
SBIR Proposers/Awardees Can Benefit From s-SPP?
- Applied scientists and researchers who are interested
in SIVO’s supported models, software, data,
and expertise in solving practical problems.
- Problem-oriented
specialists who lack sufficient resources and/or
experience to integrate and port the project’s required
applications.
- Experienced researchers and HPC users
who require access to SIVO’s collection
of software, data, and support.

want to integrate an inhouse-developed application
with SIVO’s software.

interested in benchmarking their results
and products against existing capabilities, as well as exposing
their products to the SIVO user community.

Investigators and managers who desire assistance in
selecting the most appropriate software/hardware, assessing project
risk, and making recommendations for risk mitigation.
How
Do I Participate?
- To partner with SIVO through s-SPP, a valid Space Act Agreement
(SAA) is required. Authorized by the National Aeronautics
and Space Act of 1958 (as amended), SAA’s are flexible arrangements
that allow NASA to work cooperatively with industry and

SIVO is currently working with GSFC’s Office of Technology Transfer
to develop a streamlined, s-SPP Space Act Agreement process
to accommodate the SBIR/STTR solicitation schedule. We
intend for this to be in place by Fall 2006. Please contact
